Definition of "accessible" should be clear. When there is a step to entry, that is not accessible. When a tour says accessible, but requires someone to carry you up the stairs, that should be clear up front.

we stayed in the historic part of town, right near Clerigos Tower. This area is not very user friendly for the mobility impaired due to the extreme hilly terrain and cobblestone roads, but we managed. Other parts of the city were fine (along the river, for example)
