We were in altafulla - which is a historic hillside town so it’s inevitably more difficult.

As with most wheelchair or mobility scooter users, we found that the cobbled streets, strongly patterned paving stones and kerb-side lips (either up or down) were uncomfortable to bump over, even slowly. Tarragona can't help being on a hill, but that didn't help either. The one thing we did notice, which should be rectified, is the gently upward sloping BUT STEPPED access to the Passeig Arqueologic at the Portal del Roser end. It is easily wide enough to have a ramp or slope to one side of the wide steps. Apart from that, we enjoyed our stay.
